Do You Need a TV Licence for IPTV? The UK Rules Made Simple

Updated

Do you need a TV licence for IPTV, Netflix, YouTube or a Firestick? It is one of the most searched TV questions in the UK, and the answer is simpler than it looks: it depends on what you watch, not on the device or the app.

This guide explains the rules in plain English, following the guidance published by TV Licensing. We are an IPTV provider: we will never tell you to avoid paying for a licence you need.

Short answer

The Short Answer: When You Need a TV Licence

In the UK, you need a TV licence if you do any of these, on any device:

  • Watch or record programmes as they are being shown live on TV, on any channel.
  • Watch or stream live TV on any online service, including live channels in an IPTV app.
  • Download or watch any BBC programmes on BBC iPlayer, live or on catch-up.

“Any device” means a TV, computer, laptop, phone, tablet, games console, streaming stick or box. The rules are published on TV Licensing, and they decide, not this page.

Live TV on any channel: licence needed.

Any device counts, not just a TV.

BBC iPlayer: licence needed.

On demand only (not iPlayer): usually not needed.

IPTV

TV Licence for IPTV: Live Channels Count as Live TV

IPTV is just a way of delivering TV over the internet. For the TV licence for IPTV question, the same rule applies as for an aerial or a dish:

Watching live channels in an IPTV app, such as GoTo Player or IPTV Smarters, means watching programmes as they are broadcast. That needs a TV licence, exactly like watching on Freeview.

Watching only films and series on demand from an IPTV library, never live channels and never BBC iPlayer, is on-demand viewing. Check the TV Licensing rules for your situation.

GoToIPTV includes live channels, so most customers in the UK need a TV licence. Our IPTV UK page explains the service.

What Channels Can I Watch Without a TV Licence?

The most searched question of all. Strictly, you cannot watch any live TV channel without a TV licence. What you can watch without one is on-demand content that is not BBC iPlayer:

Netflix and other on-demand apps→No licence needed for on-demand viewing
ITVX, Channel 4, 5 on demand→No licence for catch-up and box sets
YouTube videos→No licence, unless it is live TV
DVDs and Blu-rays→No licence needed
BBC iPlayer→Licence needed, live or catch-up
Any live channel, any app→Licence needed

Rules can change, so always confirm on TV Licensing.

Popular apps

Do You Need a TV Licence for Netflix, YouTube and ITVX?

Searches like “do you need a TV licence for Netflix” are huge in the UK. Here are the answers, app by app:

Netflix

On demand, so Netflix on its own does not need a TV licence. You need one if you also watch live TV anywhere or use iPlayer.

YouTube

Normal videos: no licence. Live TV broadcasts streamed on YouTube at the same time as on TV: licence needed.

ITVX

On-demand programmes: no licence. ITVX live channels: licence needed.

Amazon Prime Video and other apps

On demand: no licence. Any live TV channel or live event shown as it is broadcast: licence needed.

BBC iPlayer

Always needs a TV licence, for live and catch-up programmes.

Devices

Firestick, Phone and Laptop: Does the Device Matter?

No. The TV licence rules are about what you watch, not what you watch it on.

Firestick or streaming box: same rules. Live TV or iPlayer needs a licence.

Phone or tablet: same rules, even on mobile data.

Laptop or PC: same rules.

A TV with no aerial: same rules. No aerial does not mean no licence.

Cost

How Much Is a TV Licence, and Who Gets a Concession?

The price of a TV licence is set each year. Check the current fee and payment options (monthly, quarterly or yearly) on TV Licensing.

  • Aged 75 or over and receiving Pension Credit: you can apply for a free licence (also if you live with a partner who receives it).
  • Blind or severely sight impaired: a 50% discount.
  • Some residential care homes and sheltered housing: a reduced concessionary licence.
  • Students may need their own licence in shared housing, or can claim a refund over the summer.

Not needed?

How to Cancel a TV Licence If You Do Not Need One

If you genuinely never watch live TV and never use BBC iPlayer, you can tell TV Licensing you do not need a licence:

  1. 1

Check the rules on TV Licensing for your household.

  2. 2

Declare that you do not need a licence online.

  3. 3

Ask about a refund for unused full months if you have one already.

  4. 4

Keep it that way: one live programme or one iPlayer episode means you need a licence again.

Be honest about it: watching live TV without a licence risks prosecution and a fine.

Myths

Five Common Myths, Busted

Plenty of half-truths go around on forums and social media. Here are the ones we hear most, with the real answer:

“No aerial means no licence.”

Not true. Live programmes watched over broadband, on a smart TV, laptop or phone, still count. The aerial has nothing to do with it.

“A laptop on battery power is exempt.”

An old rule for portable devices only applies in narrow cases tied to the main household. Do not rely on it; check the rules for your home.

“A VPN makes it fine.”

A VPN changes how your traffic travels, not what you watch. Live programmes are live programmes.

“Catch-up never needs a licence.”

Most catch-up apps do not, but BBC iPlayer always does, for every programme.

“IPTV is a loophole.”

It is not. IPTV is simply another way of receiving channels, and the same rules apply as for Freeview or satellite.

Your situation

Shared Houses, Students, Second Homes and Expats

Everyday situations change who needs to be covered. A quick guide:

Shared house, one tenancy→Usually one licence for the whole house
Shared house, separate tenancies→Each person who watches live programmes may need their own
Student halls→Your room usually needs its own licence if you watch live TV there
Holiday home or caravan→Special rules apply; check before you go
Living outside the UK→The UK rules apply to UK addresses only; check the rules where you live

Legal

TV Licence vs IPTV Legality: Two Different Questions

People often mix up two separate questions:

1. Do I need a TV licence? Yes, if you watch live TV or BBC iPlayer, whatever the service.

2. Is the IPTV service itself legal? IPTV technology is legal. Watching unlicensed streams of paid channels is not, and paying for a TV licence does not make an unlicensed stream legal.

Read our terms and conditions, and use any service in line with UK law.

Questions and answers

TV Licence and IPTV: FAQ

Can I watch IPTV without a TV licence?

Only if you never watch or record live TV as it is broadcast and never use BBC iPlayer. Watching live channels in an IPTV app counts as live TV, so you need a TV licence for that, on any device.

What can I legally watch without a TV licence?

On-demand programmes and films from services other than BBC iPlayer, as long as they are not live TV, plus videos on YouTube and similar sites that are not live TV broadcasts. Check the details on TV Licensing.

Do you need a TV licence for Netflix?

Not for Netflix on its own, because it is on demand. If you also watch live TV on any channel or service, or use BBC iPlayer, you need a licence.

Do you need a TV licence to watch ITVX?

Not for ITVX on-demand programmes. You do need one to watch ITVX live channels as they are broadcast.

Do you need a TV licence to watch YouTube?

Not for ordinary YouTube videos. You do if you watch live TV broadcasts that are streamed on YouTube at the same time as on TV.

Can I use a Fire Stick without a TV licence?

Yes, for on-demand apps that are not BBC iPlayer. The device does not matter: the rule depends on what you watch. Live TV or iPlayer on a Fire Stick needs a licence.

Can I refuse to pay the TV licence?

You do not have to pay if you genuinely do not need one, and you can tell TV Licensing so. If you watch live TV or BBC iPlayer without a licence, you risk prosecution and a fine.

What is the penalty for using IPTV?

IPTV technology is legal. The law is about the content: watching pirated live TV is illegal in the UK, and sellers of unlicensed streams have been prosecuted. Separately, watching any live TV without a TV licence is an offence.

Can IPTV be tracked?

Your broadband provider can see that you stream video. A VPN hides your traffic from your provider, but it changes nothing about the TV licence rules or what is legal.

Do I need a licence for a second home?

Usually the licence for your main home does not automatically cover a second home where live programmes are watched at the same time. Check the TV Licensing rules for holiday homes and caravans.

Do British expats need one abroad?

No UK licence is needed to watch at an address outside the UK, because the UK rules apply to UK addresses. Check whether the country you live in has its own rules or fees.

Is there a free TV licence for over-75s?

A free licence is available if you are 75 or over and receive Pension Credit (or live with a partner who does). Check eligibility and other concessions on TV Licensing.
